Street\u2011Light Outages Dominate Colonial Place & Riverview Civic League Meeting<\/strong><\/h1>

NORFOLK, Va.\u202f\u2014\u202fJuly\u202f14,\u202f2025<\/p>

City officials and utility representatives fielded residents\u2019 concerns over widespread street\u2011light failures at the Colonial Place and Riverview Civic League\u2019s monthly meeting, held Monday evening at Kingdom Embassy Ministries.<\/span><\/p>

Key points<\/b><\/h2>

* Attendance:<\/strong> Members of City Council, Courtney Doyle and Jeremy McGee; Department of Transportation Director John\u202fStevenson and engineer Keith\u202fDarrow; Dominion Energy regional representative Will\u202fSmith.<\/p>

* Causes of outages:<\/strong> Aging infrastructure, ground\u2011wire water damage, connection points, and storm\u2011related damage were cited as primary factors.<\/p>

* LED conversion:<\/strong> Norfolk\u2019s city\u2011wide switch to LED fixtures is temporarily suspended due to budget and supply\u2011chain constraints as well as identifying a new plan of implementation; no restart date was given.<\/p>

* Utility response:<\/strong> Dominion Energy pledged to issue daily status updates and prioritize repairs in areas with the highest number of dark lamps.<\/p>

* Resident concerns:<\/strong> Speakers questioned the pace of repairs and lack of a long\u2011term remediation plan. Council member Doyle urged Dominion and the city to provide clearer timelines and measurable progress reports.<\/p>
